The Congo's national strategy for developing its digital economy, dubbed "Vision Congo Digital 2025," was approved by the Council of Ministers in May 2019. The legal and regulatory framework for the sector's development is already in place, with recently adopted laws on the protection of personal data, which safeguards privacy and public freedoms; the cybersecurity law for the protection and integrity of networks; the law on electronic transactions, which governs e-commerce, electronic signatures, and electronic certification; and the law on combating cybercrime, which defines all offenses that can be committed on a network or digital device. The government has identified three main pillars, the governance and management of which are expected to accelerate development. These pillars focus on providing digital services and content for the general public (e-citizens), for digital administration (e-government), and for the development of private companies linked to ICTs (e-business).
The challenge of digital development in Congo is very real, driven by a highly favorable internal dynamic that will become increasingly permissive with a significant leap forward in infrastructure. The challenges, known and documented in the national strategy for the development of the digital economy, require updating in line with the rapid evolution of the sector.

Africa's first artificial intelligence research center
The United Nations Economic Commission for Africa (UNECA) has launched the region's first artificial intelligence (AI) research center in Brazzaville, the capital of the Republic of Congo. This groundbreaking center, dedicated exclusively to advancing AI research, aims to promote digital technology in Africa in the areas of digital policy, infrastructure, finance, skills development, digital platforms, and entrepreneurship. The research center is located at Denis Sassou Nguesso University in Kintélé, north of Brazzaville. Its mission is to improve the current landscape of AI research in Congo and across Africa.
Its role will also be to explore the potential of AI and its macroeconomic impacts, its transformative effects on societies and economies, particularly in the banking, healthcare, agriculture, transportation, and environmental sectors; and to guide the use of AI to promote the continent's economic and social development. Interdisciplinary research will be conducted at the center.
