The National Development Plan (PND) 2022-2026 serves as the framework for the government's public development policies. Through this five-year program focused on inclusive growth, the executive branch aims to lay the foundations for a strong, diversified, and resilient economy. Its implementation relies on a set of coherent programs and actions contributing to the achievement of the strategic priorities defined by the Economic and Social Policy Task Force: the development of agriculture in its broadest sense; industrial development; tourism development; the development of the digital economy; real estate development; and the development of special economic zones. These programs and actions are contained within the Multi-Year Priority Action Program (PPAP). Developed to operationalize the strategic directions adopted in the PND, this planning tool, essential for managing and evaluating program performance, aims in particular to control public spending and stabilize and revive the national economy.

The National Development Plan, adopted by the government, includes 343 projects valued at 8,962 billion 59 million CFA francs. To finance this NDP, the government is counting on its own resources and external resources (donations and bequests; loans and public-private partnerships). 

As part of its implementation, the government has established a portfolio of priority or emergency projects, taking into account the country's capacity to mobilize both domestic and external resources. These projects were selected based on their significant impact and potential ripple effects.  

However, the government is behind schedule in operationalizing the 2022-2026 National Development Plan (NDP) and in addressing several issues related to priority planning and the mobilization of development partners. It intends to launch a communications campaign targeting its partners and the private sector to mobilize more financial resources, as the national budget is insufficient to fund the projects. Available resources represent barely 241,000,000 of the program's total cost, or 2,161 billion CFA francs. In August 2023, the Congolese government successfully mobilized the country's main banks to support the implementation of the 2022-2026 National Development Plan. The executive branch hopes this will allow it to make up for lost time in the execution of priority projects within this five-year program focused on economic growth.
