Among the priorities for 2023, the ministry has the urgent need to modernize the Road Fund, with the aim of making it a structure capable of meeting the many challenges concerning road maintenance.

The President of the Republic, Denis Sassou Nguesso, instructed the Government, during the Council of Ministers meeting on February 1, 2023, to undertake the maintenance of agricultural and rural roads, absolutely essential communication routes within the country. To this end, the Government will provide additional financial assistance from the Road Fund. This public body, endowed with legal personality, is responsible for financing programs for the protection of the national road network, road safety and prevention, road maintenance, as well as road rehabilitation and improvement projects. The rehabilitation of the Enyellé-Impfondo road in the Likouala department was also approved.

The fight against poverty among the Congolese population requires the restoration of transport infrastructure essential for socioeconomic recovery and facilitating access to markets. This decision by the President of the Republic, linked to the improvement of rural roads, will help farmers ship their goods and facilitate the development of industries such as tourism and agriculture.

The government also intends to undertake urban road rehabilitation and erosion control work in Brazzaville and Pointe-Noire in 2023. The goal is to improve urban traffic flow, which is currently plagued by erosion and potholes.

The Ministry of Territorial Development, Infrastructure and Road Maintenance also wishes to improve its internal performance and streamline the public procurement process.
